Vladimir Leonov was born on 25 August 1977 in Kazan. In 2000 he graduated from Kazan State Finance and Economics Institute. He holds a PhD in Economics. In various years he was employed as Deputy Director of Creative youth public organisation of the Republic of Tatarstan, Director of the television creative association, Director General of the Universiade Kazan 2013 Executive Directorate and FC Rubin Director General. During 2014, Mr. Leonov was an Aide to the First Deputy Prime Minister of the Russian Federation. On 17 September 2014 Tatarstan President Rustam Minnikhanov signed a decree appointing Vladimir Leonov to the post of the Minister of Youth Affairs and Sport of the Republic of Tatarstan.
