The agreement stipulates the terms of hosting MINEPS VI in Russia, including event funding, provision of visa support to participants and security. Technical, financial and administrative support of the conference is imposed on the Directorate for Sports and Social Projects. It is expected that MINEPS VI will bring together heads and representatives of government bodies responsible for physical education and sport from UNESCO Member States, as well as international sports organisations.
The conference participants will focus on the implementation and monitoring of the Declaration of Berlin, adopted by MINEPS V and the new International Charter of Physical Education, Physical Activity and Sport (2015) and agree on a plan of actions aimed at putting these documents into practice.
MINEPS VI is being prepared by a Programme Committee and an Organising Committee. The Programme Committee, responsible for preparing the conference programme, is composed of UNESCO, the Ministry of Sport of the Russian Federation, Chair of the Intergovernmental Committee for Physical Education and Sport (CIGEPS) Gert Oosthuizen, the International Olympic Committee (IOC), the International Paralympic Committee (IPC), the International Association of Sport for All (TAFISA) and the International Council of Sport Science and Physical Education (ICSSPE).
The MINEPS VI Organising Committee chaired by Deputy Prime Minister of the Russian Federation, Vitaly Mutko, was founded by the Russian Federation Government Executive Order No 1404-r of July 1, 2016.
